IIRC, all people HAVE chakara, so producing it isn't a problem. Molding
it
is. That's what differentiates a ****nobi from a normal.
Granted, the best evidence I have is late filler-arc, so it's nothing I
could validly cite. But it followed what i seemed to see throughout.
