Max Factory 1/35 Scale Votoms Scopedog Figure - head articulation ???

Hello

 I purchased the 1/35 Votoms Scopedog Figure from MAX Factory a little
while ago and I had a question for those who may have the figure.

The box art has shots of the thing with its head/helmet turned
slightly to the left.  I can't get mine to turn in any direction at
all.  I'm scared to force it since I figure the head will break right
off and given how much I paid for the thing I really don't want to
ruin it.  Any Suggestion on what's wrong???
